Sen Hillary Clinton (D-NY) wants President Bush to appoint an independent commission to look into failures in the response to Hurricane Katrina.She's also proposing legislation that would split FEMA from the Department of Homeland Security and give it the Cabinet level status it had under her husband's administration.
