Health officials in Charleston, South Carolina scrambled when FEMA gave them a half-hour's notice that 180 hurricane evacuees would be arriving by plane in their city.
Officials got the refugee center all set up and waited. But the people never showed up.
The plane finally landed in Charleston -- WEST VIRGINIA -- more than 400 miles away.
CNN called FEMA to see if arrangements had been made to care for the evacuees in the other Charleston, or if arrangements had been made to get them to South Carolina.
FEMA never returned their call. (CNN)
