Hurricane Katrina quickly exposes a gaping hole in the federal disaster response plan designed after 9/11. The Bush administration admits their plan failed to take into consideration that local first responders might be incapacitated.
The flaw arose as the White House debated whether it should sieze control of hurricane relief to speed federal troops to the disaster area. The Justice and Defense Departments argued against it -- saying control should be left in Governor Kathleen Blanco's control. (NYT)
