Red tape is bogging down efforts to get temporary housing for 200,000 families Hurricane Katrina displaced. Some housing may not be available for a year.City and parish leaders say FEMA has no plans in some cases to supply water, sewer, and electricity to massive trailer camps it plans to set up. There may be as many as 15,000 trailers in some of the planned camps.
