Accentuate the Positive, 2.0 has some good analysis on FEMA's problems in Hurricane Katrina.
Ike Piggot writes that FEMA did a poor job of defining it's mission to Americans before the storm and flood hit. That created unrealistic expectations that complicated the whole response. (ATP, 2.0)
