The Hotline excerpts part of a panel discussion featuring political gurus Larry Sabato and Fred Barnes. Prof Sabato recounts a discussion with a Republican Congressman who says President Bush is willing to sacrifice one or both Congressional chambers to achieve his goals. Mr Barnes agrees with the assessment.

Losing one or more houses would make it virtually impossible for the President to get just about any policy passed -- especially if he remains politically weak in the polls. There simply won't be any public support to sway Democrats.
Exchanging two majorities for one or none?
This brings us back to 2000 -- and "fuzzy math." (The Hotline)
