The National Counterterrorism Center has changed the way it counts international terrorism incidents. As a result the number of attacks on the counter has jumped five-fold.
In the past, if an attack killed people from only one country, it wasn't counted as "international" terrorism.
Under the new measuring system, the NCC tallied 3,192 terrorist attacks last year with 28,433 people killed, wounded, or kidnapped. (AP)
