Democrat Policy Taking Shape
This week's surprise "Rule 21" move indicates a major shift in how the Democrats will approach the 2006 Congressional elections.
Senate Minority Leader -- without warning -- invoked Rule 21 to force the Senate into a closed session. It was to discuss progress on a Congressional investigation into intelligence failures that led to the Iraq War.
Political analysts say the sudden move shows Democrats are trying to shift attention to issues that will play in their favor in next year's elections. Top Democrats reportedly see the GOP as vunerable over the CIA leak scandal and charges of misconduct by Republican Congressional leaders. The rising death toll in Iraq and higher fuel prices also play into Democrat's hands.
