The Justice Department was taking on Big Tobacco. Experts told the Justice Department the tobacco companies should face a $130 billion fine for a racketeering conviction.
Maybe Justice felt sorry for poor old Big Tobacco. The Department surprised everybody -- including the tobacco companies -- by asking the judge for only $10 billion. That's only 8% of what was expected.
