Stinging from the Abramoff scandal -- and likely to take heat on the campaign trail this year -- House Republicans are hammering out a package of lobbying reforms.Under consideration: a plan to ban all trips for Congress members and their staffs paid for by lobbyists.
If they travel, it'd have to be paid for out of the Congressional budget. (NYT)
