A new report ranks Wyoming, Montana, West Virginia, and Rhode Island the worst for highway safety laws. The
Advocates for Highway and Auto Safety issued
the report. It names North Carolina, California, New Jersey, Tenneessee, and Washington as the best. The criteria includes whether police can ticket people for not wearing seat belts, use of car seats for kids, and motocycle helmet laws.
