Balancing Act

The Bush budget is still under wraps, but insiders say it will freeze spending outside of defense and homeland security. Factor in inflation, and it will amount to a cut in federal spending. But with projects like reforming Social Security in the works, the budget may require borrowing a trillion dollars or more to pay for that "cut." (Reuters)
