A Bureaucracy that's Criminally Insane

The Salem, Oregon Statesman Journal takes a hard look at the hard life in the state hospital for the criminally insane. The paper found evidence of criminals who don't belong in a mental institution being housed there. They also turned up significant overtime costs, assaults on workers, and a potential for "perpetual overcrowding." (Statesman Journal, Thanks to IRE)
