Where's the Money Going?

Lawmakers from both sides of the aisle urged the Bush administration to do more to rebuild Iraq. They're surprised so little of the billions Congress gave the administration have been spent. Congress gave the White House $18.4 billion recently to rebuild Iraq. The administration wants to divert $3.5 billion of that toward added security. (Reuters)
