"Outsourcing" or "offshoring" is a big political issue, but it has a relatively small affect on the US job market. It involves shipping jobs overseas for cheaper labor. A General Accountability Office study used the Labor Department's Mass Layoff Survey to determine that only 13,000 of the 1.5 million layoffs in the 2003 survey were due to "offshoring." That's less than 1%.
