President Bush wants to turn some federal immigration jobs over to private contractors. Not so fast. There's an election coming and Congress critters have to get re-elected. Despite a veto threat from the White House, the Senate voted 49-47 to block the President's plan. It's a victory for Democrats and federal labor unions. (Miami Herald)
