Another new report shows the US is still spending only a fraction of the money allocated to rebuild Iraq. Iraqis see the reconstruction as essential to quelling insurgency. Congress has given the administration $24.1 billion dollars over the last two years to rebuild Iraq. But only $13.4 billion of that has been used. And international donors -- who promised $13.5 billion for the effort -- have only shelled out $2.7 billion.
