Lobby disclosure forms are kept underground, in a dark corner, on Capitol Hill. That's an unintentional metaphor according to the Boston Globe. In the third part of it's series on backroom Washington deals, the Globe reports on how lobbyist disclosure forms -- meant to shine light on lobbyists -- are so imcompleate as to leave the public in the dark.
