Watering Down the 9/11 Commission Fixes

Three years after 9/11 and Congress still hasn't enacted reforms to keep it from happening again. Why the delay? Some in Congress blame the Pentagon's lobbying efforts. The Defense Department doesn't like the idea of a powerful, centralized national intelligence director. The Pentagon controls the bulk of US intelligence services.
