Stealing and Re-stealing a Campaign Issue
The Republican Medicare bill was supposed to be a cure-all for the GOP in this year's Congressional races. But it's leaving Republicans ill at ease. Democrats have "owned" the Medicare issue since the popular program's creation. The Republican idea was to steal that traditionally Democratic issue so it wouldn't play in the 2004 election. But Democrats stole it back -- and are using it against the Republicans in races all over the country -- zeroing in on prohibitions against Washington negotiating lower drug prices and reimporting drugs from Canada.
