Unwelcome Diversion

Could other members of the "Axis of Evil" be taking advantage of Iraq to forge ahead with their WMD programs? That's the gist of a Houston Chronicle editorial. It points out that other countries could see the time consuming efforts of the US military in Iraq as a good opportunity to get busy, knowing the US can't come after them.
