Planning to Fight the Last War

The Homeland Security Department has turned it's attention to the Russian school seige. The9/11 Commission has criticized DHS's Transportation Security Administration for taking three years and developing no plans to prevent a repeat of the 9/11 terrorist attacks. Here's another horse that's gotten out. Let's see how long DHS takes to close this barn door. (Boston Globe)
