School Testing Fails a Test

The General Accountability Office has new criticism for the "No Child Left Behind Law." The law relies on test scores to guage how schools are doing. But the GAO says unreliable test scores and other shaky data may cause states to wrongly punish some schools under the law. (Baltimore Sun)
