If a Tree Falls in the Forest, and No One's there to Hear It -- Can You Hire a PR Firm to Spread the Word?

Seems it's perfectly legal for the National Forest Service to hire a PR firm to promote triple logging in the Sierra Nevada forests. The General Accountability Office looked into the $90,000 contract. They issued a 13 page report concluding "An agency has a legitimate right to explain and defend its policies and respond to attacks on that policy." (Seattle PI)
