Secretary of State Condi Rice has said in television interviews that the Clinton administation had no strategy for going after Osama bin Laden and al Qaeda.But, just days after President Bush was sworn in, Ms Rice, then the National Security Advisor, was handed this memo from Richard Clark outlining the Clinton strategy.
