A Road Block to HazMats in the Capital

The Washington DC city council has temporarily banned hazardous material shipments through the city. It's the first jurisdiction in the US to issue such a ban as a response to terrorism threats. The ban is for only 90 days and does not need Congressional review. A permanent ban would need Congressional approval and might run afowl of the interstate commerce clause in the Constitution. The temporary ban promises to spur a legal challenge from CSX, which has a rail line that runs through the city, passing just four blocks from the Capitol. (WashPost)
