People who've worked at high levels in the Department of Homeland Security say the Department is hamstrung by red tape, office politics, and a clash of egos. The Department is only 22 months old, and combined 22 existing agencies to defend the country against terrorism. But it seems many of the people running the show are more interested in protecting their own turf within the agency.
