They called the name of a service member (that served in Vietnam) from each state that was either listed as KIA, MIA or POW. When the name was called someone would respond with, Not here sir, give the persons status and release a balloon. It really hurt to hear the responder say (in the case of a POW/MIA) Not here sir, left behind and forgotten by his fellow country men.
